DREAM collects, organizes and publishes open data across all stages of reconstruction projects in real time, implementing the highest standards of transparency, and accountability. Anyone, anywhere, can monitor the effectiveness and efficiency of project delivery, and use these insights to mitigate risks, conduct accurate reporting and improve overall project performance.
The key modules and systems integrated within the DREAM ecosystem are already operating. Namely:
open testing of functionality for initiators of restoration and development projects is underway;
an Application Programming Interface (API) has been presented, which provides access to open system data;
a public analytics module https://bi.dream.gov.ua, which provides statistics on all recovery projects registered in DREAM, has been unveiled.
In addition, the Register of Damaged and Destroyed Property (RDP) is being actively updated, which collects verified and as detailed information as possible on the destruction caused by hostilities, terrorist acts, and sabotage caused by the armed aggression of the Russian Federation against Ukraine.
The key users of the DREAM ecosystem are local governments, central executive authorities, international financial organizations and investors, business representatives, journalists, and civil society activists.
All initiators of restoration projects will have appropriate access to a specialized interface with the necessary management and control tools.
At the same time, the general public will have access to all system data in the form of convenient dashboards in the analytics module.
