President of Ukraine Volodymyr Zelenskyy has signed a decree appointing Oksana Markarova as Advisor to the Head of State on Rebuilding and Investments, serving in a public capacity outside the staff.

Recently, Oksana Markarova completed her tenure as Ukraine’s Ambassador to the United States (2021–2025) and as Observer of Ukraine to the Organization of American States. She has extensive experience in managing public finances and private capital, as well as attracting investments.

While serving in senior positions at the Ministry of Finance of Ukraine, Oksana Markarova established the government agency UkraineInvest and the Ukrainian Startup Fund.

The Advisor will consult the President on matters related to improving the business climate, strengthening the state’s financial resilience, attracting investment, and planning Ukraine’s reconstruction in collaboration with its strategic partners.
