On April 28, Dubrovnik, Croatia, Ukraine’s Deputy Minister of Foreign Affairs, Yevhen Perebyinis, participated in the Three Seas Initiative Summit as part of the Ukrainian delegation led by Prime Minister Yuliia Svyrydenko. Participants discussed strengthening security cooperation among Initiative countries, protecting Ukraine’s energy infrastructure, integrating Ukraine’s infrastructure into the European system, and attracting investment for Ukraine’s reconstruction.
On the sidelines of the Summit, Yevhen Perebyinis held meetings with Frano Matušić, State Secretary for Political Affairs at the Ministry of Foreign and European Affairs of the Republic of Croatia, and Clara-Alexandra Volintiru, State Secretary for Interinstitutional Relations, Development Cooperation, and Human Rights at the Ministry of Foreign Affairs of Romania.
During the meeting with Croatian State Secretary Frano Matušić, the Deputy Minister thanked Croatia for its comprehensive support, particularly significant assistance in the energy sector during the winter period. The Ukrainian side noted Croatia’s active participation in defense initiatives, humanitarian demining, and its accession to the NATO PURL initiative. Special attention was given to Ukraine’s European integration and further strengthening of sanctions policy against the aggressor state. In this context, Croatia’s active position was highlighted, particularly in countering russia’s “shadow fleet.”
In the meeting with Romanian counterpart Clara-Alexandra Volintiru, Yevhen Perebyinis discussed current issues on the bilateral agenda, including joint efforts to develop economic relations, ensure regional energy security, and strengthen sanctions policy against russia. The Deputy Minister expressed gratitude to Romania for its consistent support of Ukraine in the context of ongoing Russian aggression, as well as for practical assistance in restoring critical fuel and energy infrastructure.
Separately, Yevhen Perebyinis emphasized the importance of ensuring high-level participation in the Ukraine Recovery Conference (URC 2026).
