Ukraine has taken next important steps in the Security and Fight Against Corruption Reforms

On June 21, 2018, the Verkhovna Rada of Ukraine (The Parliament of Ukraine) adopted two important Laws "On the Establishment of a Highest Anti-Corruption Court" and "On National Security of Ukraine".

The adoption of the law on the establishment of the High Anti-Corruption Court  enables to launch practical steps to establish the High Anti-Corruption Court, including  competition for the positions of judges to the Court and its Appeal Chamber.

President Petro Poroshenko in an interview with Ukrainian TV channels stressed that the early start of the work of the Anti-Corruption Court is supported by Ukrainian society and international partners of Ukraine. The Head of State emphasized that he will make every effort to launch the work of the new court by the end of 2018.

The new National Security Law regulates the fundamentals and principles of state policy in the field of national security and defense, taking into account the EU and NATO aspirations.

The Law envisages the mechanisms for improving democratic civilian control over the security and defense sector, in order to ensure the transparency and accountability in line with Ukraine’s international commitments. The system of management of the Ukrainian Armed Forces, in particular, the division of tasks, functions, powers, responsibilities and accountability of the management of the Defense Ministry and the Armed Forces.

The new legislation aims at bringing the security and defense sector of Ukraine in line with the NATO standards to ensure its fundamental national interest  - joining the Alliance.

According to the document, expenditures on the defense and security sector should be at least 5% of the planned GDP; at the same time, not less than 3% should go for the funding of defense forces.

The new National Security Law is considered as a roadmap for the further cooperation between Ukraine and the NATO.

"This Law is a significant step on the way to European and Euro-Atlantic integration. This is our strategic course and I intend to consolidate it in the Constitution in the near future", - says President Petro Poroshenko.

"For four years, practically from zero, we have created one of the best armies in Europe, which firmly holds the defense in the East of Ukraine and the entire continent",said Petro Poroshenko.

"And now the new Law on National Security introduces advanced world standards to our army, the activities of special services and law-enforcement bodies of Ukraine. It strengthens our military and defense potential, strengthens civilian control over the army, transparency of the defense budget", the President emphasized.

The Head of State stressed that the law creates new opportunities for military-technical cooperation with our allies, first of all the United States of America. "This also applies to the supply of modern defense weapons, and not only Javelin", he added.

Petro Poroshenko also said: "As a result of the implementation of this law Ukraine will become stronger and the security of citizens - more reliable. When we implement this Law, the Armed Forces of Ukraine and the entire security sector will fully meet the criteria for Ukraine's membership in NATO."
